President's Message

Thank you again CALI Members for the opportunity to represent you as your President for 2016/2017. 

As your President I have 3 agenda goals:

First is membership! Your membership committee and I have put together 2 programs that I hope will attract new members with incentives for all members. For every new member an existing member refers, the existing member will receive $25.00 toward their membership dues without limit. Furthermore, VP of Administration Maki Kudaka and myself will actively recruit new members at all district meetings throughout the year. With your help we can move toward the goal of 2,000 CALI members!

Secondly, I encouraged VP of Administration Maki Kudaka with the assistance of the Directors at Large and all Governors and Directors to support one another to improve District attendance by selecting excellent meeting venues and inviting Special Guests and Educational Guests to all meetings, and encourage the recruitment of new members at the district level. The CALI Districts are the backbone of our association.

Thirdly, with the assistance of the Conference Committee and Chair Chad Ragan we plan to line up the best and brightest speakers in Reno, June 2017. Our goal is to double conference attendance!

Additionally, CALI members will notice four of the six eNews editions will now be Fall, Winter, Spring, and Summer CALI Newsletters. Each Newsletter will feature information for the membership from all CALI Officers, the 14 CALI Districts and the 21 Committees. I hope you all enjoyed the first Newsletter!

This year we have four (4) new committees: First, the Public Relations Committee and Chair Francie Koehler will assist CALI staff promoting important CALI events in the media. Secondly, an Ad Hoc Committee and Chair VP of Security Services Dave Williams was added to the Membership Committee to lead an effort to recruit active and affiliate membership in the PPO, Security and Legal professions. Thirdly, an 'In Memoriam' Committee lead by Oleg Flaksman will establish a Memorial Webpage for all those who have passed while members of CALI. And finally, a conference Ad Hoc Committee with Chair Treasurer Anne Fields will explore a possible 'Big 3" Conference with our friends from Texas and Florida in 2019.

In addition to the new committees, the Unlicensed Practices Committee with Chair San Diego District Governor and last years Governor of the Year Dave Walker will now meet quarterly with the Unlicensed Practices Manager at BSIS. Also, CALI staff and President's Award winner Michele Hyson will assist the History Committee and Chair Treasurer Anne Fields to ensure past CALI events and activities are memorialized on the CALI Website.

CALI-CDITC CRIMINAL DEFENSE INVESTIGATION ACADEMY 
Monday, January 23 through Friday, January 27, 2017

This 40-hour Criminal Defense Investigation Academy to be held on January 23, 2017, at the Dolce Hayes Mansion in San Jose, California.

Participants will be divided into investigative teams and assigned a faculty advisor to facilitate the scenario-based training. The general session will operate in concert with a hands-on mock investigation that allows participants to engage in each component of the investigative process through hands-on learning.  A scenario-based learning practicum will include both day and night staged crime scene processing and role play. Team participants will be provided with simulated case discovery to facilitate application of the skill set taught in the Component Method of Criminal Defense Investigation. This is a nationally recognized systematic approach to conducting investigations.   

Advanced classes in homicide and sex crimes investigation will be provided for those who have completed the CDITC Component Method Training. Board Certified Criminal Defense Investigators Brandon A. Perron and Francie Koehler will lead the highly qualified faculty and advisors. 

TRAINING DESIGN
The program will involve participant investigative teams with designated team leaders and faculty advisors to facilitate and lead follow-up discussions. Academy Instructors will provide lecture and media based training in general sessions and lead breakout teams in hands-on training. This is a premier Criminal Defense Training Program and will consist of (but not be limited to) the following:

  • Philosophy and Methodology of Investigation
  • Law - Legal Defenses - Defense Theories
  • Uncovering Reasonable Doubt Component Methods 1-6
  • Forensic Case Review & Analysis
    • The Defendant Interview
    • Crime Scene Examination
    • Impeachment/Background Inquiries
    • Witness Interviews
    • Report Writing & Testifying
  • Forensic & Specialized Training
  • Blood Spatter Analysis & Blood Detection
  • Death Investigation - Theory and Practice

An advanced track will be provided on Days 1 and 2 for those who previously completed the two-day (16 hours) Criminal Defense Investigation Training Council's Certified Course in the Component Method of Criminal Defense Investigation Case Management.

INSTRUCTORS/ADVISORS 
Instructors and Advisors will be drawn from California-based CDITC and CALI members. Instructors will present the training and advisors will lead the investigative teams or and provide support where needed. All are experienced investigators and/or crime scene evidence processors.

PAYMENT PLAN: Your Registration is automatically broken up into three (3) payments!  A $1,000 non-refundable deposit is required at time of registration.  The balance of your registration will be paid in two separate, equal payments, 30 days apart.

CANCELLATION POLICY
$1,000 deposit is non-refundable. Cancellations must be received in writing (fax or e-mail accepted) by 5:00 p.m., Tuesday, January 3, 2017. No refunds of any kind after Tuesday, January 3, 2017, at 5:00 p.m.

Upon completion, all participants will be Certified in the Component Method of Criminal Defense Investigation and recognized by the CDITC as a Criminal Defense Specialist. The advanced expert designation as a Board Certified Criminal Defense investigator (CCDI) will also be available to those who are qualified.  Additional fees will apply to those seeking the CCDI expert designation.

CCDI designation requirements:

  • The graduates of the Academy who choose to seek the CCDI designation must complete the application and meet the 2 years of experience requirement, completion of 25 comprehensive criminal defense cases, provide written recommendations from two criminal defense attorneys, and pass a written test.  
    Membership in the CDITC is required. The first year's annual dues of $ 50.00 required to maintain certification is waived. 

The initial fee for designation as a nationally recognized Board Certified Criminal Defense Investigator (CCDI) is $175.00 per investigator reduced to $125.00 for CALI-CDITC Academy graduates.

Newly Licensed Investigators Training & Education (NLITE) is an introductory course that is the foundation of CALI's Professional Development Program. The course covers the basics that every new licensee needs to know in order to begin a career as a Private Investigator in the State of California. NLITE provides an overview of the profession, the must haves when starting and operating a business, the laws that new PI's must be familiar with, ethical issues and professional responsibilities. Each attendee will leave with the practical knowledge and tools needed to be a successful Private Investigator and business owner.

One of CALI's paramount goals is to serve as a legislative force for our industry. We complete this through a number of avenues, but one of our most significant is our annual Legislative Day - Campaign for CALI!!

WHAT IS LEGISLATIVE DAY?

On Legislative Day we gather in Sacramento and meet with our state representatives and/or their staff to present CALI's position on pending and/or future pertinent legislative issues. This day also helps to build and foster our relationships as constituents, and help our cause for future issues and concerns.

We hold a briefing session prior to the meetings and then a post discussion to summarize our experience. If you have never participated-don't worry! We provide you with the necessary tools and a seasoned member to accompany and guide you.

If you are still unsure, we urge you to talk with a fellow CALI member who has participated in this significant day. We guarantee they will have nothing but positive feedback to provide for you.

CALI's Online PI Exam Prep Course

CALI is proud to introduce its online PI TEST PREP course!

To become a private investigator in the state of California, an individual must pass the state licensing examination. This course is designed to build a foundation of investigational knowledge to prepare students for the California Private Investigator (PI) exam. It was developed by the CALI Online Learning Committee, practicing private investigators who added their expertise, experience, and knowledge to the creation of this prep course.
