Joseph Travers, Investigator of the Year

Joseph Travers Honored 2014-2015 Investigator of the Year During the CALI President Banquet at the CALI Annual Conference, June 6, 2015 in Reno:

Joseph Travers has successfully operated Private Investigative Research Company, PI10815, since 1984. Mr. Travers also directs and manages the CIA Investigation Academy, the only California Private Investigation Academy that transitions Peace Officers and Public Investigators to the Private Investigation Profession. In 1994 Mr. Travers founded the largest California State Approved Private Investigations College, U.S. Colleges, Inc., and sold it in 2000 and was given the title Professor Emeritus Criminal/ Civil Justice by the Board of Regents.

Mr. Travers is the foremost expert in the private investigation of Police Practices and Misconduct in California. Since 1994 he has investigated hundreds of Police Practices cases resulting in Jury awards and settlements of over 100 million dollars, prompting a well-known County Counsel to explain, Joseph Travers “is the Private Internal Affairs of Policing”. His work has been featured in People Magazine and his investigations have been the front page news for numerous California newspapers and the inspiration for the TV movie and television series “Renegade.”  Mr. Travers became a sponsor of SB2682, 1991 with the late Senator Daniel Boatwright resulting in Penal Code section 13519.4, required POST racial and cultural training for California Peace Officers.

Special Contribution to the Profession

On August 1, 2014 Mr. Travers released the 3rd Edition of his best selling Private Investigation textbook Introduction to Private Investigation. The first edition forward was written in 1995 by then CALI President Mark McClain, while the 3rd Edition forward is written by Immediate Past President Michael Julian. The textbook is a reference in the California Commission on Peace Officers Standards and Training Law Enforcement Research Center.

In January 2015, Mr. Travers, along with his son Joshua released the 2nd Edition of their book, The Original Private Investigators Handbook and Almanac.

Due to the investigative efforts of Mr. Travers, in coordination with BSIS, a former California State Licensed Investigator and 1st VP of PICA was found to have fraudulently obtained his license by using falsified documentation in support of the 6000-hour qualification experience.  The investigator’s license was revoked for fraud.

As the current VP of Administration for the 2nd year Mr. Travers has taken the district meeting to a whole new level. He has coined the phrase, “CALI, an Association of Excellence” the new CALI motto, organized the development of the CALI Map, re-written the CALI Directors and Governors Handbook, initiated the Senior Governor program, and engineered the Directors/Governors PowerPoint video. Attendance, speaker quality, and enthusiasm have vastly improved due to Mr. Travers motivation and exemplar example. Mr. Travers, a 20 year CALI member, also Chairs the Membership committee and serves on the Conference, CPI, CSP Program, and Online Education committees.

Exceptional Service to the Public

Mr. Travers is well known as the “P.I. Pastor.” Since 2007 his Bibles for Marines Ministry , is partnered with Blues Hall of Fame Musician Darrell Mansfield. For the CALI year 2014/15 Pastor Travers has conducted several outreach benefit concerts for the United States Marines at the Camp Pendleton School of Infantry and for the United States Navy SEALs in coordination with Veterans United and Joggin for Frogmen.

Since 2008 Mr. Travers has served as a Police/ Fire Commissioner with the City of Oceanside and in his official capacity publicly supports the Licensed Investigator Profession. In August 2014 he was appointed to another 3-year term.

In July 2014 the San Diego Union Tribune outlined Mr. Travers accomplishments and introduced his new non-profit organization utilizes the skills of California Licensed Private Investigators who are former NAVY SEALs and former Law Enforcement Officers. SIA investigates and gathers intelligence on Child Sex Traffickers (Pimps) and coordinates with Law Enforcement for the rescue of Child Sex Trafficking victims and the prosecution of the Violent Predators. In December 2014 SIA personnel rescued a 15 year old victim of Child Sex Trafficking who had been victimized since the age of 11. She is now recovering in a secret location treatment facility in northern California. Due to this investigation California Assembly Member Rocky Chavez has introduced AB733, enhanced penalties for procurers of child sex and sex traffickers.

NLITE: September 26, 2015

Newly Licensed Investigators Training & Education (NLITE) is an introductory course that is the foundation of CALI’s Professional Development Program. The course covers the basics that every new licensee needs to know in order to begin a career as a Private Investigator in the State of California. NLITE provides an overview of the profession, the must haves when starting and operating a business, the laws that new PI's must be familiar with, ethical issues and professional responsibilities. Each attendee will leave with the practical knowledge and tools needed to be a successful Private Investigator and business owner.

Time:  8:00 a.m. to 5:00 p.m. (7:30 a.m. to 8:00 a.m. Check-in and continental breakfast)

Sun and Your Skin, a Safety Concern

This the time of year that you need to take special precautions. Why? Because researchers have learned so much about the importance of regularly protecting our skin. If you are working outside it is especially important but if you are working inside and then try to enjoy the sunshine on the weekend you have to take extra special precautions.  I spent a year without sunshine in the Alaskan Aleutian Islands and then was exposed to the sun for one day in Southern California and got sun sickness so bad my legs swelled to twice their size and I was in bed for two days.

It wasn't that long ago we use to think that baby oil or other petroleum oils would protect our skin. Little did we know that we were being cooked.  Even using sunscreen is now more commonplace than using “suntan lotion.”
