Senate Bill 1454: What It Means for Every California PI

This important presentation will cover the major legal changes now in effect for all licensed private investigators in California under Business and Professions Code Section 7524, the result of Senate Bill 1454. As of July 1, 2025, every PI in the state must comply with new requirements, including mandatory written contracts with all clients, specific record retention rules, and the obligation to provide documentation to BSIS during any complaint or investigation. In this essential session, CALI Legislative Advocate Jerry Desmond and Government Affairs Committee Chairperson Francie Koehler will explain what compliance looks like now that the law is in effect, how BSIS may enforce these rules, and what steps investigators should take to protect their licenses and practices. Attendees will gain practical guidance, updated insights, and a clear understanding of what is required moving forward. This presentation is critical for every California PI, regardless of experience or agency size.

Keynote: Finding Documents and Sources to Report “Inflamed: Abandonment, Heroism, and Outrage in Wine Country’s Deadliest Firestorm”

“Inflamed: Abandonment, Heroism, and Outrage in Wine Country’s Deadliest Firestorm” (Permuted Press, 2023) tells the dramatic account of the race to save more than 100 elderly residents after staff departed from two senior care homes in Santa Rosa during the 2017 Tubbs Fire; it also documents the quest for truth and accountability amid corporate denials, claims of abandonment, lawsuits, and investigations in the years that followed. “Inflamed” holds important lessons given our nation’s aging population, the rapid growth of senior living complexes and the increasing risk of catastrophic events like wildfires, hurricanes, tornadoes, heat waves and freezes. Co-Authors Anne Belden and Paul Gullixson, long-time Bay Area journalists, spent five years investigating and writing “Inflamed.” They will provide a detailed look at how they acquired documents, tracked down witnesses, and pieced together the full story of what happened the night the Tubbs Fire swept through Santa Rosa.
